ESSENTIAL DUTIES AND RESPONSIBILITIES:
The essential functions or duties described below are the primary functions and duties of the position. There may be other types of work that may be performed, and the omission of a particular duty or function does not exclude that duty or function from the position provided the duty, or function is similar in work, related to the work or logically assigned to the position.

  • Act as liaison with local, state and federal agencies, health organizations, and the community for the emergency procedures and operating policies.
  • Coordinates ECC activities closely with police, fire and emergency medical services, public works, and other city agencies.
  • Oversees operation and maintenance of the Center’s technical equipment, i.e., E-911 telephone system, Computer Aided Dispatch system, message switch infrastructure, wireless 911 operational capability and various other technical components.
  • Keeps abreast of recent developments in state and federal requirements, disaster operations and advancements in the communications field.
  • Monitors legislative activities regarding 911 Center operations, i.e., wireless 911, 911 taxation laws, training standards for Public Safety Communications Specialists, etc., and provides input on legislation of interest
  • Develop and update plans to address how the city will respond to natural or man-made emergency situations. This includes pre- and post-situation planning and updating the City’s All Hazard Emergency Operations Plan and Annexes, and periodic testing of the plans for functional adequacy.
  • Assist the Incident Commander in the coordination of all City and private resources during the time of a major disaster.
  • Develop and implement a training and simulation program to prepare the EMHS organization and city, education, business and private organizations for emergency response and recovery operations.
  • Develop and maintain a program operating budget, including the preparation of state and federal grant requests to further EMHS programs. Prepares operating and capital budgets for the Center, and controls expenditures; assists in the development and implementation of the City’s Emergency Operations Procedures.
  • Prepare emergency communications messages for delivery to the public that deal with safety, evacuations, sheltering, emergency preparedness, etc. in any emergency or disaster situation. This includes working with the Bridgeport E-911 system to ensure a properly operating emergency warning and alerting system capability.
  • Report on EMHS progress and activities, as necessary. This could be in the form of formal reports to governmental agencies, as well as speaking engagements to civic and professional groups.
  • Maintain a database on city-wide facilities that use, store or manufacture hazardous materials. Maintain a database of all special needs residents and locations.
  • Direct and indirect supervision of all EMHS and ECC staff, technology, and services.
  • Other duties to provide direct and indirect service to citizens may be assigned.

MINIMUM EDUCATIONAL REQUIREMENTS:

  • Master’s Degree in Homeland Security or related field, OR Bachelor’s degree in emergency management, Homeland Security, or related field plus five (5) years’ experience.
  • Any equivalent combination of education and experience at the discretion of the City.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Familiarity with current practices utilized in emergency management and homeland security.
  • Knowledge of emergency communication systems, equipment capabilities, and common limitations.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, legal documents and governmental regulations.
  • Highly advanced interpersonal and management skills are required in the coordination, integration and management of highly complex operating entities or functions at the broad policy-making level.
  • Ability to effectively communicate well both orally and in writing, including presentations.
  • Must be proficient in a variety of computer software applications: Microsoft Word, Excel and other Office applications as necessary.
  • Ability to develop relationships, provide leadership and coordinate activities between multiple government agencies and public organizations.
  • Ability to organize, prioritize and plan/schedule work tasks to meet deadlines.
  • Must be able to interact professionally and communicate effectively with individuals at all levels of government, peers, site-based staff, news outlets, agency partners as well as the public.
  • Other administrative and management tasks may be assigned as appropriate.

LICENSES AND CERTIFICATIONS:

  • A valid Connecticut Driver’s License may be required for transportation between various sites.
  • Security Credentials - Must obtain and maintain all required clearances and certifications under the FBI CJIS Security Policy, U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), and the State of Connecticut Division of Emergency Management and Homeland Security (DEMHS), including compliance with National Incident Management System (NIMS) and Incident Command System (ICS) standards.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time. Tasks may involve extended periods of time at a keyboard or workstation. Frequent downward flexion of neck, side-to-side turning of the neck, fine 
finger dexterity and grasp to manipulate the keyboard, telephone, writing instruments, papers, books, manuals, and reports.

  • Ability to see and read objects closely, as in typing from another document,  reading/proofreading a report, reading plans, using a computer monitor, filing and/or retrieving information from a filing system and verifying the accuracy of financial information.
  • While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. Specific vision abilities may be required by this job including close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  • While performing the duties of this job, the employee occasionally works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, airborne particles, and vibration.
  • Available to respond to emergencies 24 hours per day, seven days per week.
