JOB SUMMARY

This position assists in the planning, development, coordination and operation of the Hall County Emergency Management Agency, County Emergency Operations Center (EOC), and Homeland Security efforts. Coordinates and implements planning efforts for the county-wide emergency management program to include the development, operation and staffing of EOC Sections during disaster operations in compliance with the National Incident Management System (NIMS), Emergency Support Functions (ESFs) and the County Emergency Operations Plan (EOP) frameworks. Assists with management and operational readiness of the EOC and supporting infrastructure. Assists with the training and exercise program, as required, to test planning efforts and HEMA operational practices. Interprets emergency management policies for public and private organizations. Liaise with partners to ensure an efficient and effective preparedness and recovery effort. Serves as a HEMA Duty Officer with rotating 24-hour immediate on-call responsibility. May be required to remain in the County EOC during periods of emergency or threats affecting Hall County. Performs related work as required

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES :

Coordinate and implement planning efforts for the county-wide emergency management program which cover a broad range of emergency management areas to include recovery, hazard mitigation and resources.

Assists with the development and maintenance of emergency management plans to include but not limited to, local emergency operations plan, hazard mitigation plan, debris management plan, etc.

Assists in the development of operational budgets; prepares bid specifications for the procurement of vehicles, apparatus, facilities and other supplies and equipment.

Coordinate the build-out, operation and staffing of EOC Sections during disaster operations in compliance with the National Incident Management System (NIMS), Emergency Support Function (ESFs) and the County Emergency Operations Plan (EOP) frameworks.

Assist with management and operational readiness of the EOC and supporting infrastructure.

Assists with training and exercise program elements as required testing planning efforts and HEMA operations.

Coordinates with volunteer organizations (VOADS) (internal and external)

Serves as a HEMA Duty Officer for Agency emergency response notification, activations and support.

Responds to major incidents as necessary.

Regular and predictable attendance is required.

Performs other related work as required.

EDUCATION AND EXPERIENCE :

High School Diploma or GED

3 years’ experience in emergency services delivery.

Certified Emergency Management Certification from the Georgia Emergency Management Agency.

Any combination of education, training, and experience that provides the required knowledge and skills is acceptable.

LICENSES AND CERTIFICATIONS:

Certified as an Emergency Manager by the State of Georgia within 24 months of hire.

Valid State of Georgia driver’s license Class C and a satisfactory motor vehicle record (MVR).

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to format, coordinate, write, test, exercise, and evaluate contingency plans; must be able to evaluate potentially hazardous situations and initiate appropriate emergency responses; must possess effective knowledge of computer operations, management and administrative techniques as they apply to emergency operations.

Possess the ability to deal tactfully and effectively with government officials, department heads, citizens and members of the business community.

Must be able to plan and coordinate with multi-functional groups operating under periods of great stress and pressure.

Possess excellent oral, written and interpretive communications skills.

Knowledge of the federal, state and local laws relating to Emergency Management.

Knowledge of safety rules and regulations governing disaster relief and hazardous material.

Knowledge of applicable policies regarding military support to civil authorities.

Knowledge of management and administrative techniques as they apply to emergency operations.

General knowledge of communications procedures, equipment and maintenance including radio systems, computer networks and internet-based EOC software.

Ability to format, coordinate, test, exercise and evaluate contingency plans.

Ability to respond effectively and quickly in deteriorating conditions.

Ability to plan, coordinate and direct the work of multi-functional groups operating under stress.

ADA MINIMUM REQUIREMENTS :

Physical Ability: Essential functions continuously require the ability to remain in a stationary position (sitting or standing) and the ability to move by walking; bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; move/transport items between 0lbs and 50lbs. Employees constantly must think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Additionally the essential functions require that incumbents be on-call and work irregular hours; attend regular work meetings and trainings;, handle confidential information, direct others; meet deadlines; operate equipment; use a computer/keyboard; use math/calculations; and stay organized.

Essential functions frequently require the ability to move by crawling, ascending and descending ladders, stairs, and ramps; maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; and move about on hands and knees and feet and move/transport items between 51lbs and 75lbs.

Essential functions occasionally require the ability to move/transport items from 76lbs to over 100lbs.

Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; use of hand/eye coordination and fine manipulation to use tools and equipment; communication; visually discern differences in color.

Environmental Factors: Essential functions are continuously performed with exposure to adverse environmental conditions, including inclement weather; extreme hot or cold temperatures; humidity and moisture; possible bodily injury from hazards including biological, chemical, sharp objects/tools, heavy machinery, traffic; toxic or caustic substances; and excessive noise. Incumbents will be required to work alone or with others continuously.

Additionally, essential functions are frequently performed with exposure to bodily injury from falling from high or exposed places, and falling objects; constricted spaces; wet or slippery floors or surfaces; and vibration.

Essential functions are occasionally performed with exposure to extreme dry environments and flame torches; and bodily injury from electrical or radiation hazards; moving mechanical parts of equipment, tools, and machinery; and flame torches.
