Job Description The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently manages a portfolio of capital projects valued at $23.8 billion, with an additional $10.5 billion projected over the next 10 years. The projects implemented by BEDC enable DEP to operate and maintain an exemplary water supply system. The Environmental Health & Safety (EHS) Division supports, monitors, and ensures BEDC's compliance with Federal, State, and local EHS laws and regulations. The goal is to run the safest, most environmentally compliant capital construction program in the U.S., aiming for zero accidents, zero harm to people, and zero harm to the environment. The EHS group provides support throughout the project lifecycle, including reviewing designs, participating in design workshops, providing comments on EHS contract requirements, reviewing awards, and offering field support from preconstruction through turnover. They also regularly update their EHS Management System through an audit program for continuous improvement. BEDC seeks to hire a City Research Scientist 3 as an Environmental Specialist for the EHS directorate, located upstate in Valhalla, NY, or Kingston, NY. Under the direction of the EHS Program Manager, the candidate will provide regulatory guidance and technical support related to environmental laws and regulations to BEDC project management staff. Responsibilities include reviewing, preparing, and revising contract specifications, SOPs, EHS standards, and guidance documents, ensuring compliance with evolving laws and regulations. The candidate will work with EHS staff and project managers to ensure environmental compliance and manage programs such as Soil Management, Spill Prevention, and Stormwater Pollution Prevention. They may also provide training on environmental policies and programs. Preferred Skills Environmental Engineering/Science Degree CPESC or NYS DEC Certificate of Erosion and Sediment Control training Knowledge of OSHA, NYSDOL, NYSDEC, USEPA, NYCDOB, FDNY regulations Experience with ISO-type EHS Management Systems Technical report development and presentation skills Proficiency in Microsoft Office Suite Strong written and verbal communication skills Valid New York State Driver’s License Additional Information DEP is an equal opportunity employer committed to diversity.
