Role Overview : 

The Budget Analyst monitors and oversees assigned federal and state budgets. This may include grants. You will prepare and maintain financial records, develop and drive process improvements, and ensure alignment with agency goals, state guidelines, and federal regulations. You will assist internal and external customers in creating sound financial management of all resources. 

 
This position is in the central DCS office in Indianapolis, Indiana.

 
Salary : 

The salary for this position traditionally starts at $59,800 but may be commensurate with education or work experience.

A Day in the Life:

Responsibilities include:

• Analyze and research activities as they relate to state and federal funding within assigned divisions, ensuring that all regulations and guidelines about the expenditure/revenue transactions are applied to and reconciled in the Agency’s Accounting system to the State's Official Book of Record maintained by the Auditor of State and the Encompass Financials System. 
• Monitor and analyze short and long-term personnel costs through various statistical and quantitative methods. 
• Prepare and manage annual and biennial budgets.
• Formulate and recommend changes to current operating program, budget policies, workflow, and practices to assist in guiding the Agency to the most efficient use of operating funds.
• Evaluate and complete division requests for transfer between operating accounts.
• Prepare and process Request for Federal Reimbursements (draws) for assigned grants according to federal and state guidelines, and verify the accuracy of grant financials supporting the draw. 
• Coordinate and provide training to agency program and finance managers to develop and monitor the budget as needed. 
• Answer non-routine requests for information on policy interpretation. 
• Serve as Encompass module expert to manage Contract, Executive Document Summaries, and Purchases within the program area assigned, ensuring that budget spending plans are maintained within acceptable levels. 
• Serve as liaison to the Office of Management and Budget, the State Budget Agency, the State Board of Accounts, and other funding agencies.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary. 

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

• Bachelor’s Ddegree in Accounting, Finance, Management, Economics or related field. 
• Eight (8) years full-time professional experience in Accounting; Auditing; Financial Analysis; or related experience. At least one (1) year of the required experience must be in an administrative, leadership, managerial, or supervisory capacity. Substitution: Accredited College training in accounting or a related area may substitute for the required experience, except for the administrative, leadership, managerial, or supervisory experience, with a maximum substitution of four (4) years.
• Broad knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles. 
• Extensive knowledge of state and federal social service program accounting, budgeting, and applicable laws, policies and procedures. 
• Broad knowledge and ability to use automated financial and accounting reporting system, PeopleSoft Financials. 
• Extensive knowledge of the agency mission, programs, and administrative policies. 
• Ability to analyze financial data and prepare financial reports, statements, and projections.
• Advanced computer skills in Excel, Access, Encompass and Hyperion.
• Excellent problem solving and analytical skills. 
• Ability to conduct research, draw logical conclusions, prepare technical reports, and make recommendations. 
• Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on operations. 
• Ability to establish and maintain effective working relationships with all levels of management. 
• Ability to take initiative and exercise leadership in recommending overall budgetary and performance improvements to division decision makers. 
• Ability to solve complex accounting and auditing problems. 
• Ability to maintain confidentiality. 
• Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
